Job Purpose and Summary
This position is responsible for supervising and administering a maintenance operation program within an assigned section of the highway for the Pennsylvania Turnpike Commission (PTC). Work is performed to ensure the roadway remains open and well maintained during all types of weather and traffic conditions in accordance with PTC policies and specifications. Work is primarily performed with independence and reviewed by a manager, or designee, for direction, progress and end results. Supervision is exercised over a crew of technical staff.
Essential Functions & Responsibilities
Supervises the day-to-day performance of assigned staff including performance management, delegation of work assignments and review of work product. Recommends disciplinary action to enforce the standards and procedures of the PTC.
Coordinates short range plans, reviews work schedules, organizes maintenance crews, and controls the materials, equipment and supplies needed to accomplish maintenance work for the assigned area.
Prepares preliminary estimates and plans for various maintenance operations, projects, and programs for management approval.
Coordinates maintenance roadway work with safety personnel, county maintenance programs, and other township, county, state or PTC construction projects.
Supervises crews in winter operations to achieve a smooth traffic flow and to ensure efficient usage of chemicals and materials.
Supervises Auto Mechanics in the repair and maintenance of equipment to ensure compliance with preventive maintenance schedules.
Coordinates and oversees full system implementation within an assigned area. Authorizes asset cost allocations, approves, and enters work orders, monitors inventory and ensures condition tracking is completed appropriately.
Documents and tracks information on inspections, maintenance/repair activities and costs related to equipment and materials in an enterprise system.
Responds and provides direction for all roadway emergencies as needed.
Participates in the budget preparation process and conducts operations within established budgetary guidelines.
Performs related duties as assigned.
Qualifications
Associate or trade school degree. Equivalent combination of education, experience and/or training may be accepted.
Must possess a valid Class B commercial driver’s license (CDL); OR, possess a valid driver’s license with a Class B learner’s permit. Must pass the Class B road test within sixty (60) days of hire or promotion into the position.
The incumbent must possess an N or X endorsement on their CDL or permit to authorize them to operate tank vehicles.
The incumbent may not have any of the following restrictions on their CDL or permit:
E – Prohibits the operation of manual transmission commercial vehicles
K – Restricts the CDL driver to intrastate driving. Applicable for employment at Trevose, Homewood and Searights locations only.
L or Z – Prohibits driving a commercial vehicle equipped with airbrakes
O – Prohibits the driver from driving a truck tractor/semi-trailer combination
Two (2) years as an Assistant Foreman with the PTC; OR Seven (7) years of field experience in highway maintenance. Equivalent combination of education, experience and/or training may be accepted. Two (2) of the years of experience must be in a supervisory capacity.
Physical Demands and Work Environment
Position demands include frequent speaking, writing and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires frequent travel and/or fieldwork with exposure to roadway traffic. Occasionally works long hours for emergency situations, adverse weather conditions or for extended work assignments.
Office environment with low levels of noise, adequate lighting and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed.
